Public Hearing Scheduled for Evergreen Lodge Master Plan Amendment

A public hearing will take place during the Tuesday, Dec. 1 Vail Town Council meeting to collect comments on a proposed amendment to the Lionshead Redevelopment Master Plan that will be used to facilitate the future redevelopment of the Evergreen Lodge, located at 250 S. Frontage Road W. The public hearing is listed ninth on the meeting agenda which begins at 6 p.m. in the Vail Town Council Chambers.

The Lionshead Master Plan amendment has been forwarded to the Vail Town Council for consideration following a recommendation of approval by the Planning and Environmental Commission. The PEC’s final review took place on Nov. 9, completing a months-long evaluation. Following an overview presentation at Tuesday’s public hearing, the Town Council will be asked to take formal action on the amendment at its Dec. 15 meeting.

The Evergreen Lodge site currently is a nine-story tall hotel/condominium structure containing 19 dwelling units and 128 accommodation units with an adjoining two-story tall hotel amenities wing containing a restaurant, bar, meeting rooms and conference facilities, plus a below-grade structured parking garage containing 52 parking spaces and paved surface parking comprised of 85 parking spaces.

The proposed Master Plan amendment to be reviewed Tuesday has been drafted under the following framework: 1) to clearly identify and articulate the desired outcomes of a future redevelopment of the Evergreen Lodge at Vail property; 2) to remove language from the Master Plan which is no longer relevant or applicable; 3) to respond to changes in conditions as a result of a contemplated land exchange with Vail Valley Medical Center; and 4) to establish predictability within the review process by providing detailed site specific recommendations for redevelopment of the Evergreen Lodge at Vail site.

The proposed land exchange between the two adjacent properties would result in the Evergreen Lodge acquiring approximately 12,500 square feet of the Vail Valley Medical Center property south of the Evergreen Lodge and the VVMC acquiring approximately 9,970 square feet of Evergreen Lodge land east of the lodge. The resulting land area for the Evergreen Lodge would be approximately 2.68 acres after the land trade.

As contemplated, the land trade provides opportunities to further refine the Master Plan to improve pedestrian and vehicular access, loading and delivery, as well as other qualities of the redevelopment. Proposed modifications include: improved pedestrian circulation along the South Frontage Road and a connection to West Meadow Drive; prohibiting vehicular access to the Evergreen Lodge from West Meadow Drive; elimination of surface parking on the site; a requirement to enclose the loading and delivery area; implementation of the Vail streetscape master plan recommendations; and a focus on Middle Creek to improve the stream’s health and access by the public. The modifications also acknowledge the town’s proposed plans for a roundabout along the frontage of the Evergreen Lodge property. In addition, opportunities to increase the number of accommodation units beyond the existing 128 units already on site are encouraged. The amendment also acknowledges the land exchange provides a location for a possible future emergency helipad providing direct access to medical facilities on the hospital campus.

The Town Council will conduct a site visit to the Evergreen Lodge site during Tuesday’s work session which begins at 1 p.m. Approval of the Master Plan amendment would be effective only upon the land exchange being executed and recorded with the Eagle County Clerk and Recorder’s Office. If the exchange is not executed and recorded within five years from the date of the conditional approval, the Master Plan amendment would become null and void.
The Lionshead Redevelopment Master plan was adopted in 1998 and was last amended in 2011 as part of the Ever Vail review process.
